I don't think so. If I turn the radiator in the bedroom off, the
basement radiator heats up nicely, but the bedroom is very cold.
If I turn the bedroom radiator on just enough to get the bedroom
warm enough, the basement get really cold.
 
The bedroom is on the ground floor directly above the basement.
