You need direct access to the hardware, so you have to write a floppy disc
driver for Windows. The normal floppy disc driver in Windows doesn't give
you that level of control required to read/write esoteric formats like
Beebs/AppleII etc.
Don't forget, there are some hardcore C++ Windows programmers amongst the
seething mass of Windows VB developers!
