That sounds right.
 
11K/s = 11264 bytes/s = 112640 bits/s = 112Kbaud upload
 
Upload on broadband is hugely slower than download.
 
1M Broadband is 1000000 bits/s = 100000 bytes/s = 97K/s
 
Looks like your upload:download ratio is a fairly good 1:8
 
Bulldog are currently advertising 8Mb/s broadband with 500b/s upload - a
1:16 upload:download ratio.
