I rather doubt it, unfortunately.  Any foam is going to deteriorate
eventually.  I think the keyboards in question were made by Keytronics.

The main problem is that crap which falls between the keytops ends up
getting between the circular metallised discs underneath the foam that
form the contact, and the PCB tracks below those, and stops keypresses
registering.  

The fix is to take the back off the keyboard and remove the PCB (after
undoing about, ooh, 6 million screws) then give the contact side a wipe-
over with a rag soaked in IPA.  You'll be impressed by the amount of
dust, staples, uneaten food, dead hamsters etc. in the average keyboard.
