Examining the circuit diagram confirms my suspicion that &FCFF was
only the low byte of a multi-byte paging latch.
 
&FCFF - b0-b7 of paging latch, backplane address A8-A15
&FCFE - b8-b15 of paging latch, backplane address A16-A23
 
meaning that is could continue into &FCFD, &FCFC, etc.
