Is it possible that the machine used to have a 4xEPROM MOS which someone has
upgraded to a newer MOS but left the links (note: plural!) set for OS 0.10.
Though it's odd that it's intermittant unless the 4->16 line decoder
(74LS163 IC76) is duff.

The hairpin diodes round the sockets aren't touching are they?
