Since you say the E01S works with a different hard disc, and the E40S
works by verifying it on an MDFS, Occam's razor suggests the following:

* the terminator you've bought is faulty or the wrong one.  I can't
remember - what's the terminator connector on the E40?  Is it a 50 pin
Centronics socket?  If so, you want a bog-standard passive terminator,
none of the fancy ones with LEDs built-in and whatnot.  I have loads
here if you'd like me to pop one in the post.

* the cable is faulty

* the power supply in the E40S is faulty.  Measure the voltages at the
drive plug, ***but beware of the live mains on the exposed power
supply***.  This was a common fault on those power supplies - capacitors
dried out, causing the output voltage to drop.  LEDs and stuff would
still light and the drive would spin up, but wouldn't function.
