I don't remember account 0 having any special dispensation in that
regard.  Of course, account 0 always starts off with at least as much
credit as there is space on the disk, so it's unlikely to be a problem
in practice.

It ought to be fairly easy to find out experimentally whether account 0
is actually immune from credit controls: check the current balance,
*DEBIT it by that amount, then see if you can still charge new files to
this account.
