I've had this problem a long time ago trying to get 3rd party mice to work
on Compacts.

The reversal is simply that the H and Hquadrature are reversed - swap the
wires. The other problem is that one of the two signals for the vertical is
missing. Check with a logic probe or similar. A simple user port 'break out'
panel is useful here - and can imply be made from some pin strips wired to
veroboard. Th reversal may not be your fault some mice are set differently.

The mouse uses two pulses 90 degrees out of step with each other to
determine direction. If H arrives before HQuad it will indicate (for
instance), right, if Hquad arrives before H then it indicates left. If a
pulse is missing, it can only go in one direction. If your exchange the V
and Vquad signals, and the direction changes, it's the mouse, if it still
goes the same way, you have a faulty user port VIA chip, or a bad connection
between the port and the chip.
