This is correct I' afraid. The hold-down-R-and-switch-on method causes the
whole CMOS RAM (except byte 0, the Econet station) to be blanked with
zeroes. From there it is the MOS/FS/Language ROM's interpretation of "0"
that comes into effect, hence mode 0, file system 0, language 0, etc.
