They did.  If you look at the original Oki chips, they're marked with a
partnumber suffix ending in "H" or "L" to indicate which half was
working.  The PCB also has a "H" or "L" link to select which half is to
be used.

Needless to say, when replacing like-for-like, it was important to match
the replacement chip to the existing. :-)
