So, that still makes no sense.
I had to actually go into work and visually check some other email
programs to see what this mythical "reply all" was. The results

This first image is a sample mailing list message. You can see
there is a "reply to all" button. I must admit I have never
consiously seen this before. It's just not something that I have
ever expected to want to look for.
Also shown is the full headers from that message. You can see that
it correctly says:
