I sketch up the design on paper, then draw it up with Paint Shop Pro.
I specify 30 pixels to be 0.1" and set the grid lock to 15 pixels.
I email the track image as a JPEG to One Way Circuits in Norfolk,
see http://www.onewaypcb.com/ They charge a small additional amount
to convert the JPEG into their PCB CAD format. Very workable solution
for small projects. This is how I made the 8-bit IDE PCBs.

The smaller the number of baords the more expensive it gets as you're
paying the fixed tooling-up costs regardless of numbers.
