It's not a zip archive or anything that WinZip, LinZip, MacZip or BBCZip
will read.  As an update to my previous post I've determined that it is
an ArcFS archive - I've converted the file to a zip archive and posted
it temporarily on my website at:

http://jonripley.com/~jon/WEdump.zip

You'll need ArcFS or SparkFS or their read only companions to read the
original.
