Perhaps it is as simple as the 0 key was not supposed to contain more than 
one symbol. A few older computers, mainly Commodore VIC-20 and C64 have this 
kind of non-standard layout. Also the Acorn Atom has an unshifted 0 key as 
far as I understand.
