I just happen to be messing about with my 32016 copros.
The scanned manual is out there somewhere. Try searching for
"PanosGuideToOperations.pdf"

The guide says that the distribution disks are purely distribution
disks, and the software on them need to be installed with the
install program to set up a correct structure to operate within.
To install onto an ADFS drive, you need to run the install program
from the /dfs/ disks, using:
-> adfs
-> dfs:install
That's rather annoying as my machine with the 32016 copro doesn't
have a floppy drive, and I'm reluctant to dismantle everything to
plug one in. I've got all the panos disks on the server, and am
just about to play around to see if I can do an install from
there.
Once I've got a successfull install, I'll zip it up and put it on
my website.
