It was a masked part. Quite surprising - I've hardly ever seen those fail. I 
dropped it into another working Atom just to rule out the socket (although the 
fact that it had got as far as trying to copy the startup message to video RAM 
suggested that the address and data lines on the ROM socket were OK).
