My bad; I missed out a ? between I% and &C000 ..

Teletext characters are not available by default as they are
self-contained to the SAA5050 chip and not visible to the computer -
you would have to replicate them yourself as user-defined chatacters.
I believe the original user guide gave bitmaps of the actual
characters at the back
