I'm not sure how loading was done - certainly my Atom + disk interface didn't 
have any special ROM; I wonder if a tape load could be used to boot the 
system. (I've got a few different System disk-aware ROMs, just nothing for the 
Atom)

I've got a dump of the Atom DOS (i.e. the floppy-based utilities) here 
somewhere, but of course *something* is still needed to boot it...

(all of this is a bit untested - I was too busy to try anything out last year, 
so it's now parked until I can get my Atom / System stuff shipped over to the US)

(can dig out the DOS dump later if needed - it's in Imagedisk format though 
which probably doesn't suit everyone!)
