It would be massive overkill, but something like AutoIt would do it.

I've used it at work for building scripts to install applications
without any user interaction (i.e. so I can install something on 30
PCs at once by remote execution with a couple of mouse clicks).
Copying the Beeb listing into an AutoIt script and adding the
necessary lines to wait for the BeebEm window and send it into that
should work fine.
