Sadly that wouldn't quite work for this purpose, It is one of those
situations where I will need to show an attempt to track down the rights
holders so that the ROM image can safely be provided with an emulator. I
think it is fine for software that isn't core to the emulators but the
original ROM from the system is a core part that the emulator can not
function without.
