When the OS starts a language (Basic) I think.  It's the last thing it
does in the boot sequence.

If the OS is unable to program it, it would halt with a continuous
single tone.  Since you're able to toggle the caps lock light, the OS is
running.

Are you using a TV?  If the keyboard connector is not making contact,
the machine boots into mode 0 with nothing on the screen (only a
flashing cursor).  If you're using an old or misaligned TV you may not
be able to see the (small) cursor.  Does the screen (although it appears
blank) flicker and lock?

Are the symptoms still EXACTLY the same?
