I believe CF cards have two modes of operation: either a storage device 
(hard disk) or a memory device (in camera). From what I've read there is one 
or a few bits that toggle the behavior, but generally those bits are not 
user accessible. Some manufacturers offer custom tools to change settings, 
but those tools may only apply to the particular brand. There may be other 
aspects to it as well, like whether the card is enabled to boot from.

I have a bunch of CF cards, but not all work in every device. My 64 MB Kodak 
card was ignored by both my ZX Spectrum divIDE + CF adapter and my Amiga 
PCMCIA CF adapter. However it formatted fine to either HADFS or ADFS with 
the BBC IDE interface + same CF adapter used on the ZX.
