I guess an 11-73 would nearly fit.  Or of course there are a couple of
FPGA-based PDP-11 implementations knocking about; you could use one of
those.

Alternatively I don't think it would be all that hard to put a Tube
interface on a Unibus card to use with a "real" PDP-11.  Writing the
software to make it do anything useful might be more of a challenge
though :-)
