Without wishing to re-open an extremely hoary old can of worms, ITV, C4
et al aren't free, and indeed cost you more than the licence. It's just
that you pay indirectly and so don't notice, but you still pay for them
- even if you have no telly.

Pretty much everyone here at the corp is against dogs and other
self-promoing... except those who actually make the decisions. You can
bet they're just itching to slap dogs one One & Two aswell.
