I'm sure that's not always the case, because I seem to recall having a
top-loading Panasonic machine (NV366?) with 4 heads, and that was only
a single-speed machine. It had a rock-solid pause and frame advance. I
may even still have one somewhere, I've got a whole stack of 'retro'
video recorders in the garage, although I have no idea what kind of
condition they'll be in by now.

I've only previously encountered the use of the term 'ACE heads' in
relation to Betamax machines, because those heads are actually in one
unit. VHS heads usually seem to be referred to as 'erase head' and
'audio/control head', separately.
