Mmmm, is there such a thing as an RCD with a delay so it can cope with 
brief surge currents?

Only if your wiring can cope - a short bang of more current won't scare 
the pigeons, but running 40A on wiring rated 32A might make it a bit 
'warm'. A better option would be a less finickety RCD!
