At least Athana in the USA (www.athana.com) still manufacture 5.25" floppy 
disks. You can even order the 96 tpi DD ones which I believe are ideal for 
use with 80 track BBC drives. There are a few resellers around the world who 
bought OEM:ed floppy disks. I'm not sure if all of them ordered from Athana, 
but given how likely it is to find a plant that still has the machinery and 
find it financially motivating to still produce floppy disks, I would expect 
them all to origin from the same place. Perhaps there is one or two 
factories in China who also specialized on producing those.

Note however than the 8" disks Athana is selling are so-called new old stock 
(NOS). It appears they no longer have the machinery to produce those.
