Yes, I think one can argue it's logical (tho' like other clients, when
using ReplyAll Gmail puts the list in the CC and the original poster
in the To field).

But the issue is it's out of step with 98% or more of the other email
lists running in the world, including those managed by the dominant
commercial operator, YahooGroups. Hence the confusion.

It's obviously not the biggest issue in the world, and if it stays
as-is, I'm sure we'll muddle along, a few inadvertent off-list replies
no doubt, but hopefully people can watch out for them and prompt the
sender if they think it wasn't intended.
