Photoshop and Photoshop Elements open it, so does ACDSee.  PhotoInfo 
opens it and recognises it as a TIFF file but won't display it. 
Microsoft Picture Viewer, Windows Picture and Fax Viewer, Microsoft 
Office Document Imaging, and Office Picture Manager all fail to even 
recognise it as an image file.

On the other hand, all the Unix TIFF utilities I tried are fine with it.

I wondered if it might be an endianness issue, but the files are 
little-endian, Windows/PC-style, and seem to have perfectly valid TIFF 
headers.  What were they created with?
