For private sellers with no bonuses, yes. As a bronze powerseller, I pay 
3.2% on the same example of a ?150.00 item. However I do agree their fees 
for individual sellers are extortionate @ 10%.

Still think that listing fees need to be waived, at least until the site 
grows in popularity. By all means charge for sucessful auctions, I'm not 
suggesting it should be free to complete a transaction - but to pay to 
experiment may turn potential sellers away who may otherwise give it a try, 
as they will have nothing to lose, and once they find it works, then they'll 
come back for more.

I'll put some small items up there to start with, see how it goes.
