As far as I'm aware, they're only there to stop electrical noise from
the PSU getting back out onto the mains supply. So allowing that to
happen would be the only downside to removing them completely -
however I'm not actually sure of any potential consequences to this.
I've run a few with them removed, or with the exploded ones still
inside (therefore open-circuit and missing from an electrical point of
view).
