Which holes?, I think you'll find they are just pads on the underside, 
the middle 8 pins of the pin headers dont go through the board, if they 
did they would end up puncturing the leads of the Chip on the other side.

I wonder if the links are there as a way of connecting the middle 8 
pins, maybe the original idea was to bend the pins over and solder them 
where the links are.
