Actually, with both VIAs removed the system will (should if working 
properly) boot completely, to a BASIC prompt, you just obviously won't be 
able to do anything as you have just removed the keyboard interface. That's 
a good way to fault find boards that won't boot, without haivng to have a 
keyboard attached.
