Yes, I think it's nearly* safe to assume that if  it does have a choke lever 
then it doesn't have an ECU, but that lack of one doesn't always tell the 
whole story.

* I say nearly because I think that some very early systems tapped into the 
existing carb body and controlled the throttle plate and the spark via the 
ECU. It's not impossible (although very unlikely) that they retained a manual 
choke.
