Yes that is a bit of a limitation, and the only solution I can think
off is to take a modern gate array, designed to behave the same as the
original and mounted on a carrier board, then potted to resemble the
original.

Do you happen to have the part number or specification of those
regulators? It would be interesting to see what the specification of a
new part with the same footprint is.

True, new metalwork is very expensive. Does anybody do these sort of
cages second hand?
