Actually you can, with at least some container formats.  MPEG
transport/program streams will generally allow you to jump in at any GOP
boundary -- DVB, for example, relies on this property since you wouldn't
otherwise be able to change channels partway through a programme.

That's not to say that I necessarily believe the whole story, but that
particular aspect of it isn't totally implausible.
