I never said anything about using a domestic capture card. ;-)
(Or an unmodified VCR, come to that...)

The decent cards do, though, often providing a high-quality "raw VBI"
mode that gives you better resolution than for the image itself; it
makes more sense to do Teletext/CC decoding in software than hardware
these days. The very common Conexant CX88 chipset gives you 8-bit
samples at 35MHz, for example.
