If it's come out of storage, the classic electrical installation
exam answer is to leave it unused for 24 hours to acclimatise
so any damp it's picked up in storage dries out.

I occasionally seen your symptoms myself powering on after a long
time unused, and I've found that if I do a R-Power-On and leave it
sitting there for a few minutes it then "pops" and starts up normally.
Not sure why.

Also, check all ICs are firmly seated into their sockets, you look
like you're getting the results of the ROMs not being sufficiently
plugged in properly.
