You are wrong ;) They always use 1/60. There is TV standard switching
code in the KERNAL with loads appropriate time values to ensure the 1/60
resolution (for the whole time-based stuff, not only the timer
incrementation ...).

BTW: I used a PAL version all the time and there was always a 1/60 time base.
