The floppy drive flashes it's LED once and it tried to spin the drive 
for a second so I'm guessing that is okay.

I get the flash of the 3 keyboard LED's and a beep. I can toggle the 
num-lock, scroll-lock and caps-lock on and off.

I'll try reseating everything, I've already stripped it down to a basic 
machine, just memory, cpu and floppy drive. I've checked the psu 
voltages they are all ok. The only thing I haven't tried reseating yet 
is the Risc OS 4.02 roms....
