I think a ROM is probably the best solution but a slightly easier but less
elegant solution might be to fit the appropriate keyboard link that reverses
the action of shift-break.  Assuming an appropriate filing system is present,
!boot would then be executed at power up and this could issue the required *
commands.

Even less elegant than fitting the keyboard link, leave a weight resting on
the shift key :-)
