The monitor can do that. No need to do that at the source. 
These were 800 x 540 on a 1920 x 1080 monitor. So, vertical
scaling should be perfect. Horizontal would probably benefit
from fabricated black borders of some suitable width. But all
that is 'to be done'.

It's tricky stuff. A balancing act. And Mode 7 will be another
big hurdle. If I ever take it. This is very much a hobby project,
and judging by this mailing list very few people seem interested
in it.
