Subject: Using "cd" (or "cwd") with ftp to SIMTEL20

In the past few days, we finally tracked down and fixed a problem that
caused some user FTP programs to appear to hang after doing a "cd" or
"cwd" to a directory on our PD: structure.  Sorry for the temporary
inconvenience.
