Try mirrors/cpm/dskutl/swp-ms10.ark from wuarchive.wustl.edu.  It contains
the Turbo Pascal sources of a program to read and write ms-dos disks on 
a CP/M host. You must adapt a few routines to your CP/M host. It uses a
SWEEP-like user interface, supports MS-DOS directories, knows about text
and binary files and contains a good error handling.
