Actually, this fault sounds *exactly* like what happens to PC
motherboards when the electrolytic caps go bad. I've repaired quite a
few of these - all of them have been obviously faulty though, where
the caps near the processor socket have bulged outwards at the top and
visibly leaked.

I'd just replace all the electrolytics on the motherboard.
