well on double sided boards (or boards with more than two layers), easiest
way I've found is to break the chip in question. Once the chip is smashed
then you can pull out individual pins with a pair of pliers while applying
heat to the solder on the underside of the board. Then clean up the board on
the chip side, and put a socket in for the new chip (so that next time the
damn thing blows it's a lot less hassle ;)

ok, so it's a bit of brute force approach- but solder suckers tend not to 
do much good really anyway, and it works! :)
Be careful when you bust the chip not to crush any other components. I 
usually get a small screwdriver under each end of the chip and lever it
gently until it cracks. Don't use too much force- you might break tracks on
the top layer underneath the chip.
