Yes, I saw this every day fixing Beebs and Masters for educational
establishments.  You have a key sticking down, which causes DFS to
disable itself at boot-up, and also stops Shift and Ctrl working as
expected.

Best cure is to take the keyboard out of the machine, pull off all the
keycaps and give it a good going over with a dry paintbrush, then
reassemble.
