Maybe the Basic ROM is 'unplugged'; you can 'unplug' ROMs via software,
i.e. the ROM is still physically plugged into its socket, but the MOS
ignores it (useful for filing system swapping, etc.); the MOS stores
(amongst other things) information about unplugged ROMs into a battery
backed RAM that still carries this information after a power down. My
idea is that a power supply transient might have erased/changed the
values in the EEPROM, thus the Basic ROM might be 'unplugged'.
To check it, just type *ROMS; if the Basic ROM is 'unplugged' it will
display the word 'unplugged' besides the Basic ROM line.
If so, just type *INSERT <Basic-ROM-id>, where the ROM-id is the number
of the ROM socket in which the Basic ROM resides (0 - 15), as displayed
by the *ROMS command.
