If it weren't for the continuous buzzing,I'd have suggested typing
*CONFIGURE TV 0 
and doing a CTRL-Break as a power-R reset nukes the TV offset setting.

However,sounds more like you need to dismantle the unit and give the
ROMs/other socketted chips a good wiggle,
